Asbestos Removal in Union City

Union City Asbestos Removal handles asbestos removal and abatement for Union City homes, from the Alvarado and Decoto neighborhoods to the subdivisions built in the 1970s. The work covers the materials that come up when an older room is opened: sprayed and troweled ceiling texture, vinyl tile and sheet vinyl with their mastic, knockdown and skim-coated walls, and wrapped ducts at the furnace.

Asbestos cannot be identified by eye, which is why every job here begins with a lab result for the material in the work area. Regulation 11 Rule 2 of the Bay Area Air Quality Management District sets the rules in Alameda County: houses and buildings with up to four units are sampled for specific materials, and larger ones are read as needing a certified survey, which the District can confirm for a specific building. The removal, any District notice and the waste records follow from those results, and the removal itself goes to contractors registered and licensed for the work.

Asbestos popcorn ceiling removal

About three in ten Union City homes went up in the 1970s, so sprayed and troweled ceilings are worth checking before painting, relighting or selling. Acoustic ceiling material is on the Air District sample list for small residential buildings, which puts a lab result ahead of any scraper. A ceiling with no asbestos detected is ordinary drywall work; a positive one is wetted and taken down inside sealed plastic with filtered negative air.

Asbestos floor tile and sheet vinyl removal

Resilient flooring is named in the Air District rule, and the black or tan mastic beneath tile and the felt under sheet vinyl are sampled with it. A kitchen or entry floor in a house from the 1970s or 1980s can have a newer floor laid over an older one, so a sample has to reach the bottom layer. Tile that is lifted whole while wet stays intact, while grinding or sanding is what breaks it into regulated debris.

Asbestos wall texture and joint compound removal

A skim coat or textured finish on a wall is a listed material, and EPA's list of suspect products also names joint compound. Knockdown in a hallway, orange peel in a bedroom or a wall opened for a panel upgrade all disturb them. Small cutouts can be handled inside a small enclosure, but a stripped room is full abatement sized by the sampling results.

Asbestos duct and furnace insulation removal

The Air District's list starts with ductwork and furnace equipment. Older houses can have paper-wrapped duct in the attic or crawlspace, seam tape that has dried out, or insulation around the plenum. Clearing the wrap right before a furnace or heat pump replacement means the installer connects to clean metal and never cuts into something unidentified.

Asbestos abatement before additions, ADUs and demolition

A garage conversion, rear addition or teardown opens several suspect materials at once, so one set of lab results covers everything the plans touch. Every demolition needs Air District notice, with or without asbestos, and the notice produces the job number the paperwork refers to. Union City's Building Division lists its own forms for a project, so the Air District step is planned alongside the City permit.

Asbestos testing and removal costs

About half of Union City homes were built before 1980, so for most jobs the first cost is a lab test. Each range includes hired labor, materials, containment, disposal and lab fees for a typical job in Union City, Fremont or Newark. Expect the low figure for a small job that is easy to reach, and more toward the open top when there is more material, an attic or crawl space, an occupied home or extra air testing. The whole-system duct line is a rough planning range. J# fees are exact amounts in their own row.

Asbestos testing

  • Testing for a small remodel, a few samples$400 – $900+
  • Air test after removal (clearance)$500 – $1,200+
What is included

A visit to sample what the work will disturb, lab results and a written report. Clearance air testing after removal is booked on its own.

Air district J# fee

  • House, 100–500 sq ft of asbestos$185
  • House, 501–1,000 sq ft of asbestos$679
  • House, 1,001–2,000 sq ft of asbestos$988

  • Demolishing a house (even with no asbestos)$90
  • Extra fee to start with less than 10 working days notice$619
What is included

This fee is charged with each J#. Demolitions always need a J#, with or without asbestos, as do removals of 100 sq ft, 100 linear ft or 35 cu ft or more; smaller removals pay nothing. Starting with less than 10 working days notice adds the rush fee.

Our process

01

Test the materials the work will disturb

We work from the scope of the repair or remodel instead of inventorying the whole house. In a house or a building of up to four units, samples go only to the materials on the Air District's list that the plans will remove or disturb; a larger building gets a certified survey of the affected area. Lab results are in hand before the scope and schedule are fixed.

02

Plan the containment, notice and disposal

The amount and the method decide the paperwork. Air District notice is due before every demolition and before any renovation removing 100 square feet, 100 linear feet or 35 cubic feet of regulated material, and before any dry removal. A J# carries confirmed start and end dates, so a slipping schedule is revised with the District rather than left. Waste is classified at the same time: friable material of 1% or more asbestos is hazardous waste in California.

03

Clear and hand over

Cleanup finishes with a HEPA vacuum, a wipe-down and an inspection, and only then does the plastic come off. The lab report, J# acknowledgement and waste shipment record come to you, and the drywall, flooring or HVAC crew starts from those papers.

Bay Area air district rules for Union City projects

Buildings of four or fewer units

Buildings with up to four dwelling units, single-family homes included, do not need the full survey. A sample and lab test is required only if the work will remove or disturb ductwork and HVAC equipment, acoustic ceilings or plaster, walls finished with texture or a skim coat, cement siding and stucco, or resilient flooring. Material over 1% asbestos that is friable is handled under section 11-2-303 of the rule. Larger buildings are read as falling under the full survey instead (confirm with the District); Census estimates place 18.0% of Union City homes in them.

Every demolition needs notification

The District must be notified at least ten business days before any demolition, whether or not the building holds asbestos. Residential buildings of four units or fewer can pay an extra fee to start after 72 hours. The rule asks for that notice for every demolition regardless of asbestos content, which makes demolition the step to plan first.

Union City homes from the 1970s

Subdivision homes with 1970s ceilings and walls

Census estimates for 2020 to 2024 count 6,676 Union City homes from the 1970s, 30.5% of the city and the largest share of any decade, with another 18.3% from the 1980s. The median year built is 1980. Overall 51.5% of homes predate 1980, so about half of Union City is newer than the era most associated with asbestos products. Homes from the 1980s may test clean, and the lab result, not the year on the permit, is what clears a job.

Older Alvarado and Decoto

Union City grew from the older Alvarado and Decoto communities. About 870 homes, 4.0%, were built before 1950, and those older houses may have plaster walls and earlier flooring layers that newer tract homes lack. Each is worth sampling before a remodel for the same reason as any other: the work, not the age, triggers the test.

Asbestos removal in Union City and nearby communities

Union City Asbestos Removal serves Union City, California, along with Fremont and Newark, its Alameda County neighbors under the same Bay Area AQMD rule. About 52.8% of Fremont's homes predate 1980 and its median year built is 1979; in Newark the share is 58.6%, with 25.9% from the 1960s alone.

Frequently asked questions

Does a 1980s Union City home need testing?

Only when the work will disturb a listed material, such as ductwork, acoustic ceilings, textured walls, stucco or old flooring. The rule has no cutoff year, and a 1980s house may come back with no asbestos detected; that result is what clears the work.

Does Union City ask for a J# on a garage conversion permit?

The Building Division page lists forms such as the PCB assessment and the CalGreen checklists and does not list an asbestos or Air District form. The Air District's own thresholds still apply to the work, and notice is due before any demolition. Ask the Building Division what the application needs and the District what the work needs.

Can I remove asbestos myself?

An owner needs no certification to take regulated asbestos out of their own house, as a matter of law. The Air District still strongly discourages it, and notice at the thresholds, sealed containment with negative air and licensed hazardous waste transport remain. We do not publish do-it-yourself steps.
